This is a bug on OpenAI's end, however some of our users have reported the following method working for them:
Create a new project in your openAI account
Run a new fine tune (with the same training data, parameters etc) under that project
Create an API key for that project
Whilst this doesn't make old fine-tunes display, it will enable future ones to be used by Novelcrafter.
